Robin Tebbutt

Robin Tebbutt CPFA, is HQN’s Executive Director (Finance). He joined HQN from Enfield Homes, where he was Director of Finance and Resources, and contributed to a two-star inspection within ten months of going live. A CIPFA accountant, he has 20 years’ experience in HRA finance. As a senior managing consultant, he gained extensive experience of housing stock transfer (whole and partial stock) , working on HRA and ALMO business plans, ALMO new-build projects, self-financing assessments, option appraisals, and various associated matters, as well as working with CLG (and predecessors) on several projects.
He was the senior HRA finance advisor to two London Boroughs, and worked for three separate councils for a total of 17 years prior to becoming a consultant. Robin has been a board member of an ALMO since 2005, and chairs its finance and audit committee and DLO Panel.

Steve Wood

Steve Wood ACA, is HQN’s Director (Finance Services). He has over 16 years experience of senior financial roles in housing and brings business planning, VfM, finance strategy, and finance expertise from all three areas (housing associations, ALMOs and HRA) to HQN.
The former Director of Business Services of Northwards Housing, where he was responsible for finance, governance, health and safety, HR, ICT and business improvement, and Finance Director with two housing associations for over 13 years in South Yorkshire and Manchester, Steve has held strategic positions in housing finance. He has carried out detailed accounting work as well as performance management and system implementations. He is an experienced user of housing management and finance systems.
Prior to housing, Steve started his career at KPMG and qualified as a Chartered Accountant in 1992.
He has also been a member of the NHF Finance Committee and Audit Panel, and has chaired both the NHF Finance Group in the North West and the ALMO Heads of Finance (North) Group.

Janet Collier
|
Janet Collier CPFA is a financial consultant providing advice and training for local authorities and public sector organisations. She is a CIPFA accountant with over 35 years local authority experience who specialises in housing finance. She has worked at a number of local authorities in both Housing and Corporate Finance, until becoming a consultant in 2007.
Janet was Deputy Chief Executive and Director of Finance at City West Homes, the arms length management organisation (ALMO) set up by Westminster City Council (WCC) to manage its council housing stock of some 22,000 properties. She was at City West from its inception in 2002 (and prior to that was Head of Housing Finance at Westminster), and was a key member of the Executive team that lead the organisation through two highly successful Audit Commission inspections, both of which lead to three star accreditation with excellent prospects for improvement.

Richard Waft

Richard Waft, MBA, is the business manager for the Finance business stream. Richard manages and co-ordinates the administration function for the business stream and provides executive support.
He has a broad administrative, policy and research background through previous roles in the public administration, utilities, business support and local authority sectors.
