Steve Partridge

Steve leads our work on finance, investment and option appraisal, business planning and the financial aspects of efficiency and value for money. Previously, he was an independent housing finance consultant for HQN, Butlers and a range of other established housing consultancies. Prior to going freelance, Steve was an Assistant Director of KPMG leading their Housing Consultancy Team in Birmingham and spent 11 years in local government finance. He has established a reputation for being able to explain the complexities of housing finance in a straightforward and accessible way, and has contributed towards policy development at the national level for housing subsidy and the Local Government Act 2003 as well as delivering training and advice many seminars. Steve has worked with local authorities, ALMOs and housing associations and clients have also included the Audit Commission and Housing Corporation

Tony Huff
|
Tony Huff, hf:expert's lead associate for local authorities, has a broad experience of the provision of all types of financial support services to a number of different council services. He was previously Head of Finance within the Housing and Environmental Health Services Department at Leeds City Council. Whilst there, he played a key role in the setting up of the six arm's-length management organisations that the Council created. He was also involved in the two PFI schemes that Leeds City Council is developing. Other areas that Tony has wide experience in include business planning option appraisal, and financial training for tenants and council members

Dylan Chipp

Dylan is HQN's focal point for our work with housing associations and their business plans and the lead associate for hf:expert. Previously Finance Director at Solon South West HA in Bristol, he has extensive experience of housing association finance, governance and business planning. His career spans both local authorities and housing associations and he worked with Steve Partridge in KPMG's housing consultancy team. He has provided significant contributions to the growth, asset management and viability of the associations he has worked with, whilst working closely and successfully with boards, peers and staff teams

Robert Reade

Bob Reade is a recently retired housing association finance director with over 30 years' experience in both local authority (HRA) and social housing. He specialises in business planning and associated financial modelling, strategic planning, governance, technical accounting, risk management and change management
